Find construction sites before the ground is broken
Before a builder clears or grades an acre or more, it has to file a Notice of Intent for stormwater permit coverage. Every Monday we send you the sites that filed in Florida and California since last week, with the project name, county, a map point, size and, when they're companies, the owner and developer, so you can reach the builder while the site is still being set up.

Who it's for
SWPPP inspectors and erosion control
Every site needs a SWPPP, inspections, silt fence, inlet protection and hydroseeding from the first day of grading.
Start with 5+ acres only →Site services and rentals
Portable toilets, roll-off dumpsters, temporary fencing, site security and equipment rental go in before the first crew.

Grading, utilities, paving, layout and foundations follow within weeks: reach the developer while they're still choosing.
Start with Commercial →2 states, about 150 new construction sites a week
New sites per week, averaged over the last 28 days of filings. Individual lot owners are left out, and a site that filed two permits counts once.
| State | All sites | 5+ acres | Residential | Commercial | Industrial | Road/utility | What the record gives |
|---|---|---|---|---|---|---|---|
| Florida | 90 | 19 | n/a | n/a | n/a | n/a | County and map point; size class |
| California | 59 | 20 | 17 | 16 | 4 | 8 | Street address, acres, type, planned start |
Florida's permits don't say what is being built (“n/a”), so Florida sites are included whatever types you pick. A California site can count under more than one type. California's file is published weekly and runs one to two weeks behind. In California the median planned start is 19 days after the filing.

Questions
Can't find what you need? Email support@sabrsoftware.com and a person answers. Sources: Official records: Florida DEP stormwater permits and the California State Water Resources Control Board.
What is a Notice of Intent?
Federal stormwater rules require construction that disturbs an acre or more (or is part of a larger plan that will) to be covered by a stormwater permit. The builder or owner gets coverage by filing a Notice of Intent with the state: Florida DEP or, in California, the State Water Resources Control Board's SMARTS system. Each one is a construction site getting ready to start.
Why does it come before building permits?
Coverage has to be in place before any clearing, grading or excavation starts, so the NOI is one of the first public records a project leaves, often ahead of the building permits for the structures themselves. California filings list the planned start and completion dates, which are in your CSV.
Why don't Florida sites have a street address?
Florida DEP records each site's county and a map point (latitude and longitude), not a street address. Your CSV has both coordinates and a Google Maps link for every Florida site. California records include the site's street address, city and ZIP.
Why are some filings left out?
We leave out sites filed by individuals for their own lots (where the site is named after a person, or no company or public body is involved), and Florida's non-construction stormwater permits (industrial facilities, no-exposure certifications, city MS4 permits).
Do you include contact names, phones or emails?
No. California's filings list contact people, phone numbers and emails, and the name of the person who wrote the stormwater plan; we never include any of them. You get the project name, location and size, and the owner and developer only when they're companies or public bodies.
What do size and construction type mean?
Size is the disturbed area: California states the acreage; Florida gives a class (1–5 acres or 5 acres and up) through the permit type. Construction type (residential, commercial, industrial, roads and utilities) comes from the California filing. Florida's permits don't state a type, so Florida sites come whatever types you pick.
Can I narrow it to my counties?
Yes: pick any counties in the order builder. Counties narrow only their own state, so with both states and only Florida counties picked, you get those Florida counties and all of California. Reply to any email to change your list.
Will I get the same site twice?
No. Each site goes out once, the first time we see it. A Florida project that files both a construction and a dewatering permit is one site, with both permits listed.
Can I use the data for screening or credit decisions?
No. We aren't a consumer reporting agency, and the data can't be used for credit, insurance, employment or housing decisions about anyone.
How do I cancel?
Anytime, from the customer portal link in every email. Cancellation takes effect at the end of the month you've paid for.
